Here is Lt. Jensen's thought...

Here is my response...your thoughts?

While I understand, in practice, why we wanted staff to attend their own training, we have found that our instructors believe it to be a waste of resources. The staff's expertise has grown with teaching, not by attending the training. They also do a "dry run" of the training before it is conducted to wring out any issues, so the actually complete the exercises before they even put on the class. Just my 2 cents...

Respectfully,

Brian Jensen
Harbor Police Training Lieutenant

Subject: Please Respond

Hi All:

If you would please forward this out to your respective training managers group.

The Commission on POST is asking for the field's response in regards to instructors of CPT/PSP courses (Specialized Courses under POST Regulation 1070). Please send the following out and ask that they send their responses directly to me. I will need all responses by no later than Thursday, August 11, 2016.

In response to some comments made by Commission last meeting we are doing some informal research on instructor's being credited for their PSP when they instruct the course. We have posted this on the Training Network as a "survey" question.

POST mandates every all peace officers (except reserve officers) below the middle management position and assigned to patrol, traffic, or investigation who routinely effect the physical arrest of criminal suspects are required to complete Perishable Skills that consists of arrest and control, firearms, driving and communications training.

The instructors for arrest and control, firearms are courses listed under POST Regulation 1070 and requires the instructor to complete a train-the-trainer course.

It is POST's current practice to require the instructors of these courses to also attend PSP courses as a student to obtain CPT/PSP credit. This was based on the concept that their competencies are not evaluated or tested when they are instructing and even the best instructors can learn from observing other instructors.

We are asking for training managers thoughts on this concept and practice.

Assistant Executive Director
Standards and Development Division

Please direct your responses directly to me! Thank you for your assistance with this survey.
