There have been several inquiries reference the recently passed state legislature bill SB29 and its' implications for agencies' FTOs.

Right now we are evaluating current courses as we have no knowledge of what the mandates of SB29 are; what direction POST is taking regarding this training; what, if any, regulation changes may need to be made as a result of SB29; and if we decide to have a standardized course title and number as we are doing for rifle training.  We will be discussing this with other POST Bureaus who have some oversight of this matter.  We cannot assess current training programs or courses as to what meets the legislative intent of SB29 until we dissect all its' intent.  This may require consultation with legal counsel at the State Attorney General's office.  POST is aware we will have to review and revamp training areas but that is being evaluated.

Please find attached a sample "go-by" outline for the rifle course (32075) intended to meet the legislative mandate PC 33220(b) and POST Regulation 1081.  Also, there is an attached sample Hourly Distribution Schedule "go-by" document.

In addition, the following statement must be included in the course description on the Course Administration Information page:

Successful completion of this course satisfies the legislative training mandate to possess short barrel rifles as specified in Penal Code section 33220(b) and the Commission training requirement to possess long barrel rifles as specified in Commission Regulation 1081.
