<p style="background:white"><span style="color:#201F1E">This afternoon, Governor Newsom ordered that POST immediately discontinue all Carotid Control Hold training. The only area of POST training where it is required by regulation is in the Basic Academy, so
we are quickly working on an Agenda Item for the Commission to formally review on June 18.<o:p></o:p></span></p>
<p style="background:white"><span style="color:#201F1E"> <o:p></o:p></span></p>
<p style="background:white"><span style="color:#201F1E">The remaining courses in the POST catalog that teach the Carotid Control Hold are not mandated by regulation. Therefore we have the exclusive authority to either allow or prohibit the Carotid to be taught
in any certified course. I conducted a cursory search of the catalog and found that some Arrest and Control and related courses contain Carotid curriculum. It is not required by POST in PSP, but some courses may voluntarily teach it. <o:p></o:p></span></p>

<p style="background:white"><span style="color:#201F1E">Should an agency wish to provide Carotid Control Hold training, they will need to do it outside of a POST-certified course.<o:p></o:p></span></p>
