SB 43 - Expanding 5150 Criteria

Counties across California have transitioned or are soon transitioning to an expanded definition of Gravely Disabled per SB-43. The new language cites "A condition in which a person, as a result of mental health disorder, a severe substance use disorder, or a co-occurring mental health disorder and a severe substance use disorder, is unable to provide for their basic needs for food, clothing shelter, personal safety, or necessary medical care." This panel

will address how these new legal standard impacts law enforcement, emergency medical response, mobile crisis response teams, WIC 5150 detentions and the related challenges to the system of care.

CARE Court

This panel will present on the implementation of CARE Court, its successes, some challenges ahead, and how CARE Court works together with other mandates such as AOT and SB 43 in a collaborative and coordinated effort by three different counties- San Diego, San Mateo, and Santa Barbara. It's important to note that the three counties are in different stages of their CARE Court implementation, ranging from near implementation to recent implementation, and to being fully implemented with meaningful data. Our panel will also include family member sharing their perspectives and experiences in their involvement with the CARE Court process.
