Harm Reduction Services for People Who Use Drugs: Exploring Data Collection, Evidence Gaps, and Research Needs - A Workshop
January 30 - 31 I 7:00 AM – 2:00 PM PT | 10:00 AM – 5:00 PM ET
Recognizing the public health emergency posed by opioid overdoses, there increasingly have been calls for a comprehensive approach to drug policy that includes a focuses on reducing harm for people who use drugs (PWUD). This virtual public workshop will explore data collection efforts, evidence gaps, and research needs on harm reduction services for PWUD. The workshop will examine harm reduction services that aim to: prevent overdose and infectious disease transmission; enhance the health, safety, and wellbeing of PWUD; and offer low-threshold options for accessing substance use disorder treatment.

2023 State of the States: Legislative Roadmap for Reducing Overdose Deaths and Increasing Access to Treatment:This 2023 State of the States overview<https://healthleadership.us6.list-manage.com/track/click?u=0c8b1ab9f5dec8c02ab1a882b&id=c612a41eb8&e=2340602ad1> from Legislative Analysis and Public Policy Association (LAPPA) lays out 10 evidence-based policy approaches that state leaders and other stakeholders can pursue to reduce overdoses and increase access to effective substance use treatment.All of these strategies would be considered “approved uses” for opioid settlement funds according to the National Settlement Exhibit E guidance<https://healthleadership.us6.list-manage.com/track/click?u=0c8b1ab9f5dec8c02ab1a882b&id=069cb520ee&e=2340602ad1>, but many states have laws and policies in place that restrict or would hinder these efforts. Some opioid settlement authorities are explicitly tasked with making policy recommendations to improve effective allocation of these funds, and we encourage advocates to use the momentum around opioid settlements to bring attention to flawed policies and how state leaders can remove or alter them. Pathways to Recovery – Highlighting Tribal Recovery Efforts: The focus of this Summit was to showcase pathways to recovery and highlights multiple ways to support American Indian/Alaska Native (AI/AN) Tribes on the frontlines of the opioid/fentanyl crisis. Nearly 300 participants attended the Summit either virtually or in person, including Tribal leaders, federal agency staff and leaders, service providers, and practitioners.
