The San Diego Imperial Valley (SDI) HIDTA will be hosting a free workshop on fentanyl identification and other current drug trends on Wednesday April 26, 2023.  The workshop will be held in the SDI HIDTA Training Room and is being presented by Thermo Fisher Scientific.  Please see attached flyer for additional information.  Seating is limited.

Course Description:  This course is designed for the average user who has just begun to use PLX. The primary focus of this course is to provide an overview of the functionality of the software and to share best practices on how to use it. This course emphasizes hands-on experience, where students work in groups to resolve real-life case scenarios. In addition, this course assists users who are migrating from PenLink 8 to PLX. Academy Instructor Certification Course
Course Description:  The AICC Course establishes instructor training and certification requirements for Law Enforcement Academies.  This purpose of this course is to recognize and demonstrate competency levels in education and training experience for each instructor, which in turn improves the overall professionalism, quality and effectiveness of law enforcement training.  AICC is designed to develop basic course instructors' training delivery, adult learning techniques, planning and presentation and facilitation skills.  Students are required to bring a laptop computer and flash drive for their mandatory course presentations.

Narcotics Related Financial Investigations (Basic) - Virtual
Course Description:  Enable students to perform standard basic criminal parallel investigations that incorporate criminal finance analysis in support of law enforcement investigations, intelligence, or prosecution. The primary instructive objective is to develop the capability of investigators and analysts to develop capabilities and conduct illicit finance analysis. Upon completion of this course, you will be able to determine if money laundering and currency violations can assist in expanding investigations and prosecution through adding additional targets and asset forfeiture provisions with appropriate statutes.

Anatomy of a Criminal Vehicle - Training to be conducted at the SDI HIDTA Training Room
Course Description:  Gives law enforcement officers the knowledge it takes to conduct a thorough vehicle search, which will lead to seizures you didn't think were possible. It doesn't matter if you're a small-town street cop, large-city street cop, gang cop, narcotics investigator, interdiction officer, federal agent, or any other law enforcement officer. Everyone needs to know how to search a vehicle thoroughly and be confident in their search. >From entry-level to advanced, this class will provide information for law enforcement officers of all levels. You will gain the confidence it takes to search for deep concealment and push beyond your current limits.

CA POST - Training to be conducted at La Mesa Police Department
Law Enforcement on the Stand
Course Description:  Officers testify at various phases of criminal cases and the stakes are always high.  Cases are won or lost on the quality of the testimony of law enforcement officers.  All of the effort and hours put into a good investigation can be destroyed by bad testimony.
Officers will learn to "de-escalate" testimony and respond effectively to attacks on police credibility in today's highly charged environment.
This course offers meaningful training on how to answer the questions  government lawyers ask on direct and defense lawyers ask during cross-examination.  Officers will learn how to better prepare for giving testimony under oath and how to effectively handle attacks on credibility. Themes, theories, objections and exhibits and how they are used in the courtroom will be addressed.
This is a highly effective program, taught by a nationally recognized instructor and tailored to give officers essential
skills needed when they are called to testify.

Veteran Culture for First Responders
Course Description:  When responding to incidents involving Veterans and military personnel, public safety personnel will be able to appropriately identify Veteran and Military members, recognize signs and symptoms of Veterans with mental health issues, identify Veterans in crisis, use learned officer safety skills to help stabilize and secure the scene, employ de-escalation techniques when applicable and know of appropriate resources to further assist Veterans.

Electronic Surveillance Certification Course
Course Description:  This 8-hour course is for peace officers and qualified individuals assigned to intercept and record wire communications ("wiretaps"). This class covers the legal basis for California wiretap operations as well as the practical and tactical aspects of operating and monitoring a wiretap. Penal Code Section 629.94 requires successful completion of this course before seeking authorization for, or participating in, wiretap operations.

Cell Phone Use in Drug Investigations - Virtual
Course Description:  Traditional investigative techniques and tools do not work as well as they used to. Locked devices stop most forensic tools from working. Court orders and subpoenas are no longer valid tools for criminal investigations. Companies are not storing text message content. At the same time the amount of information available on a mobile device has increased. This class will explore the methods of exploring a suspect's cellular phone, phone company records, and third party data sources to assist investigations involving narcotics trafficking, homicide, sex crimes, gang related crimes, identify theft, and other types of criminal activity. This class will increase Law Enforcement Officers' awareness and appreciation of the evidence and intelligence located on a mobile device and provides students with the tools and training to prepare search warrants to legally obtain that evidence. Each student will receive templates for search warrants for cellular phones, call detail records and other information, as well as contact information for cellular service providers. This course Incorporates relevant local geographic area narcotics, gang, law, crime and local influences.

Topics include:  *Updated search warrant requirements and language              *Obtaining information from social media, communications, and gaming applications       *GPS location records for Android and Apple devices              *How to deal with slow responses from cellular, social media, and online provider
*Bypass procedures for locked/password protected phones              *Where and how to recover deleted data from smart phones              *Locating stolen cell phones and investigating fencing operations         *Determining a suspect's new number when he dropped his old phone number

Human Trafficking - Virtual
Course Description:  This course covers first-hand experiences and findings within organizations engaged in criminal activities supported by human trafficking. Human trafficking, smuggling, prostitution, and modern-day slavery is in the United States and prospering with very little resistance. Every student will understand the immigration process and how it is being fraudulently abused. Students will be able to identify possible fronts located in their prospective areas of operation and will learn interviewing techniques and questions needed to identify, investigate, infiltrate, and convict these organizations.

Covert Online Investigations
Course Description:  This two day Covert Online Investigations course is designed to equip law enforcement professionals with the necessary skills to create and manage online undercover profiles, identify, and track suspects, and communicate with them while gathering evidence in criminal investigations.
Participants will learn the fundamentals of creating and managing a credible online persona that can gain the trust of suspects and blend in with the target community. They will also be introduced to various social media and online communication platforms and learn how to identify and monitor suspicious activity and conversations.

In addition, participants will be trained in the use of tools and techniques for conducting effective online investigations, including analyzing digital footprints, tracking IP addresses, and conducting reverse image searches. They will also learn how to use specialized software and databases to collect and analyze digital evidence, including metadata, geolocation data, and communication patterns.

The course will also cover the legal and ethical considerations of conducting undercover online investigations, including privacy laws, entrapment, and the admissibility of digital evidence in court. Participants will learn how to document their investigations and maintain accurate records that can withstand legal scrutiny.

By the end of this course, participants will have gained a thorough understanding of the key concepts and techniques for creating undercover profiles online, finding and communicating with suspects, and gathering digital evidence in criminal investigations. They will be equipped with the skills and knowledge needed to conduct effective and lawful online investigations that can support the successful prosecution of criminal cases.

Patrol Officer Response to Street Drugs - Virtual
Course Description:  This course is designed to enhance the ability and skills of all attendees to identify, detect and successfully articulate, to a judge or jury, your decision to apprehend the drug trafficker, distributor and/or the drug impaired person. Instances where this training can be applied include: calls for service where persons are involved in disturbances, juveniles using drugs on school grounds and domestic violence. This training can also be used when handling the confidential informant being utilized in a narcotic investigation and all other enforcement needs where the person or persons are under the influence of a drug. The concept and strategy in this program of instruction uses the structured, in depth coverage of the 7 drug categories, to include the Drug Abuse Recognition system and other advanced techniques as a means of legally apprehending the drug manufacturer, distributor and specifically the user.
