Good evening fellow LETMA's

It has been a real pleasure to work with every one of you in my 64 Law Enforcement Agencies in Region 10 over the past 2 years.
2020 has been a heavy challenge for all of us and I hope POST and I have been able to provide some leniency with respect to CPT and PSP training. Remember if your agency will not be able to meet the CPT/PSP requirement by the end of this current cycle which ends on December 31, 2020 due to COVID19, please notify POST by using POST Bulletin 2020-14 as a guideline on how to address the deficiency and what you will do in the upcoming cycle to address the previous cycle.

Also, in reviewing my agencies departmental websites, I saw several agencies were not complying with the Govenor's order which commenced on January 1, 2020, which reads:

"The Bill would, Commencing January 1, 2020, require the Commission on Peace Officer Standards and Training and each local law enforcement agency to conspicuously post on their Internet Web sites all current standards, policies, practices, operating procedures, and education and training materials that would otherwise be available to the public if a request was made pursuant to the California Public Records Act. By imposing this requirement on local law enforcement agencies, the bill would impose a state-mandated local program."

Here is the entire bill for your review:

Bill Text - SB-978 Law enforcement agencies: public records.<https://leginfo.legislature.ca.gov/faces/billTextClient.xhtml?bill_id=201720180SB978>
13650. Commencing January 1, 2020, the Commission on Peace Officer Standards and Training and each local law enforcement agency shall conspicuously post on their Internet Web sites all current standards, policies, practices, operating procedures, and education and training materials that would otherwise be available to the public if a request was made pursuant to the California Public Records ...

For those agencies who have not updated their department websites, please have your agencies websites updated to meet the SB978 requirement.

Thank you
Dan Schmitt
